Se ha llegado a aducir la falta de leyes para castigar a los corruptos, se inclinan hacia el descrédito de las normas con tal de garantizar impunidad, y autoridades venales caen, adrede, en el juego de quienes bajo estos subterfugios roban, roban mucho y se saben dueños de las estructuras judiciales con incapacidad para condenarlos. No obstante, las leyes son suficientes y fuertes para poner coto a la desintegración social, porque deriva de la desintegración moral. Cuando la justicia impere habrá paz; cuando los corruptos caigan, habrá sociedad. Estos ensayos recogen las normativas anticorrupción y cómo se puede conseguir la paz.
