After the events of Avengers: Age of Ultron, he Avengers welcome two new members on the team: Pietro and Wanda Maximoff. They have quite an issue conforming with the world around them outside being pawns or monsters, proven by Wanda accidentally becoming the catalyst of a terrorist attack in downtown Lagos, Nigeria. This incident forces the American government and the founder of the Avengers, Tony Stark, into a difficult position. To prevent lives lost in the future, the American Senate and Stark conclude a pseudo-genocide or otherwise an institutionalization of mutants and meta-humans. The Maximoff's become separated in the chaos, leading to Pietro having to find out a way to save his sister from institutionalization from the outside, meeting a many people along the way including an electrifying little girl who does not yet understand the danger her biology puts her in.
