Initially it seems to be a terrorist incident, but this is soon discounted as samples of an alien DNA are found on bodies. River starts receiving advice and assistance from a source who wishes to remain anonymous. Soon the case mushrooms out of control as a message is received from a vast spacecraft invisibly orbiting the earth: the aliens on board are "refugees", so they claim, and seek permission to land on earth -- but in a very specific spot. As the story twists and turns so does the genre, shifting from murder-mystery to sci-fi to psychological horror, and even a memoir of a CIA assassin in the Iraq of Saddam Hussein. This is for mystery addicts who really prefer literary satire.
