Shocker, right? Sure, there are the few exceptions of those who had to be sent away from the community. But there was not a chance of everyone being perfect. There are fewer orphans than there ever were in the City. None are on the streets. Most reside at home with their parents. Known crime? All crime is known, but there is little to none.
