The country of Panem has suffered from years of Rebellion, and in the end, the Capitol won. All outlying Districts were stripped of all money, and were forced to live in poverty. The Capitol gave out specific jobs to each Districts, to provide the Capitol with what they need to survive. As a punishment for the Rebellion, the Districts of Panem have to offer up in tribute, one young man and women between the ages of 12 and 18 to fight to the death in an arena that is designed to test everyone.
