It makes Menma prone to fits of anger and hurting himself, because the fox's power grows whenever it feeds off pain and chaos. Menma being Naruto's brother...is always creating chaos. They were hated because of what they were. That got to Menma more than it did Naruto. How is it possible that twins harbor such dangerous beings? Well, their parents. Kushina harbored Kurama and Minato harbored Nogitsune. One day, he hurt someone he didn't want to. His brother. He regretted it and vowed a life of silence. Now he wears a mask over his mouth.
