In this story, Shoto Todoroki has a mermaid quirk. He has his fire side from his father and his mermaid side from his mother. His mermaid side includes being able to control water, and turning into a mermaid whenever he gets wet. Even the slightest drop of water will make him grow a tail. This will be a TodoBaku book if you don't like that then don't read it. :)
