Goten and Trunks will be the same age as Majin Izuku which means Super Buu was defeated by mystic Gohan, he turned into Kid Buu after that and Vegito beat Kid Buu with a fusion spirit bomb. Goku enjoyed the fight and wanted to fight a good version of Kid Buu. This is when Izuku was born, he never knew his actual parents but was adopted by Fat Gum. He was just as strong as Kid Buu was before he was destroyed. Izuku, when he's a kid, will look like Kid Buu but as a teen, he will look like super Buu but stronger than Kid Buu... by a lot. Izuku will be able to talk much like super Buu. Also, this is around the time Beerus had left earth. Goku and Vegeta can use god ki and can enter Super Saiyan Blue. Izuku will eventually tap into god ki. Quirks are just personalized ki. Anyone can use ki if they train hard enough. Most heroes know how to use ki so everyone is basically stronger.
