He's the leader of a subterranean community dedicated to improving the world above. Though isolated from the rest of the humanity, the facility neighbors a village inhabited by the reptilian Iteskan. Anderson considers their behavior strange and their appearance disgusting. When disaster strikes in the Iteskan village, Anderson is forced to move 10,000 primitive, alien, and easily insulted individuals into his carefully balanced utopia.
