Izuku will be able to talk much like super Buu. Also, this is around the time Beerus had left earth. Goku and Vegeta can use god ki and can enter Super Saiyan Blue. Izuku will eventually tap into god ki. Quirks are just personalized ki. Anyone can use ki if they train hard enough. Most heroes know how to use ki so everyone is basically stronger.
