Kiyoshi Reigan is by no means a powerful student at UA, hell he didnt even get into the hero course through the exams. He was just a student in general studies that managed to work his way up somehow. Unlike Shinso who also worked his way up however, no one had even seen Kiyoshi's quirk or knew how he got in.
