This change, is known as The Chameleon Stage. There are some people who haven't yet changed colors, They all wound up in a rehabilitation center. They've all done things they're not proud of, and so for the supernaturals, they can't change their colors, because they can't change what's already corrupted their soul. And so they'll never be able to be let into the world. They're deemed "Unstable". As for the humans? ... It's not guaranteed if they'll even survive.
