Draco has had a feeling for a long time that 'he' might be a she. Harry has known for a long time that he's a guy, and he's been lucky enough to have started testosterone. They see each other, and whatever it is- that /spark/ between them- it's instant. He helps her discover herself, and she helps him grow.
