As Agatha arrives realisation fills her that Wanda does not know who she is. She just wants to figure out what happened and make Wanda remember. If she has to pose as Agnes the nosy neighbor to do this, so be it. When Wanda discovers who she is but there is still no recognision, Agatha is completely broken. Giving her the lie that she wants her powers for herself ensures that Wanda will take away all of Agatha's pain, one way or another. Chapter 2 to 10 are the WandaVision episodes but through Agatha her perspective.
