Basically what the title says. but Katsuki never had his Quirk to boost his ego and make him wanna bully Deku. So they remained friends. To the west was nothing more than a raging and wrathful ocean whose grey waves pummel and churn against the sharp and ragged rocks below a harsh drop of a cliff. As the sun would dip below the sea to the west, Touya would find himself drawn to the edge of the cliff once more. One by one, his siblings would be drawn to the edge with them. Together, they would stand hypnotized as they look out to the endless stretch of the ocean that always seems to call their names.

In this story they have no quirks and Izuku is deaf, they used to know each other when they were 0-8 years old, and like you know, Izuku and Katsuki didn't have the best relationship back due to the constant bullying, he was bullied for other things than his quirk, the bullying was for Izuku's deafness, but Izuku ended up moving to another country with his mom when he turned 9 due to the bullying and the fact his mom was sick and his mom's sister offered them to move to her. Tho Izuku didn't tell Katsuki. Although Katsuki bullied him, he looked and searched for Izuku after he left. He was abandoned and has been on his own for a long time, so he got scared of the voice that didn't belong to him.
