During times of war, it is accepted to have children on the battlefield. Every village wants as many shinobi out there as possible, but they also want a variety of techniques. However, in hindsight, it really wasn't a good idea to push chakra into an unknown scroll until something happened. I do not own Naruto, or will I ever.
