Dekuran or by his Saiyan name, Kanniu, is a from planet Salada and was born with a power level 1 billion and had great potential however during his late 19th year of life, He blacked out and was woken up in a different place with no memory of his past or how he got to a planet called Vegeta and with only his name as any indication of who he is and a far lower power level of 9,500, He is found by a Saiyan called Bardock and his Wife, Gine.
