In 1998, the kills of the Hill's Creek Stalker start up again as soon as the man they apprehended retestifys to show that he was framed and when he's released, leading HCPD to go into a frenzy to find him or the real him. Luke- a young friend of Owen, the father of Twenty-one-year-oldd Fiona, does his best to try and protect her and her friends- Clayton, Nicole, and Aaron- while the copy cat killer is rampant. But, one of her friends seems off... And now Luke has been acting weird.
