These individuals show a higher severity of mental mutation then average yet retain their consciousness and do not turn into Corruptors. Possessing powers that are far stronger than ordinary humans, they have become a serious threat to humans and society. Therefore, the government has set up the MBCC to hold Sinners in custody and manage them.
