The program was put in place to help train some of the most powerful young mutants of our time and hopefully use them when The Avengers were busy. Despite scoffing at the idea of being a superhero, Felicity has frequently acted as a vigilante antihero, largely due to Peter Parker's influence on her; and has also, at-times, gone straight and used her powers for good.
