Wherever he was, Izuku couldn't give one damn about him or what he had found so important to abandon him and his mom to 'work abroad' in the US. Hisashi Midoriya has now officially left behind the biggest pile of shitty circumstances for Izuku Midoriya to deal with to date. He thought that now, at nearly 30, he was finally past ever dealing with Hisashi's fuck ups. Now here Izuku is. Getting a phone call from a police department in the United States. Being told that Hisashi added another kid to his abandonment count. And this one isn't lucky enough to have an 'Inko' as their other parent. Oh, by the way.
