Why you may ask? Because Samuel was wrongly declared as the Boy who Lived. On the other hand Harry, was sent to live with his muggle relatives instead with his Godfather Sirius and his husband Remus. At the age of 5 Harry had been a victim of a school bus car crash and lost his memories. The Dursley's took it upon themselves instead of hating him they decided to help him. the rest is in the book major timeskip so the story begins after the bus crash.
