I've had this in the works for a long time trying to figure out how to set up Margot Robbie's character

A girl lives with her dad in the shielded village was born with magic powers as no one knows that she's the descendant of the famous witch who caused a destroying war , her father tried to hide her powers from people but soon it was accidentally released, and after a meeting by the village's elders they decided to kick her out where she had to face the outside world.

You know, sometimes the sea isn't big enough for pirates and officers. Or is it?
