The aim of these letters is to provide a critical stance regarding the advice of experts in matters that impact society, and the design of policy exclusively by experts with the public detached from the decision-making process. The thesis is that expert opinion must be dissected and subject to a critical and recursive analysis, considering that policies are embedded in society and should include a bottom-up public participation approach. As the consequence of successful policies is to change society, the public should not be excluded from the sphere of expert's opinion. An educated public opinion is also a source of expert opinion.
