"Citizens of Panem," Snow's voice began, deep and rumbly, as his eyes stayed intent on the camera, "with great pride, I come to you to announce the making of our 50th Quarter Quell. Many brave, skilled individuals helped the Capitol create a game like no other- this year will be the most spectacular. As a reminder to the nation that even the wisest of citizens rebelled against the capitol, anyone over the age of twelve is eligible to be reaped."
The gasp from Clementine's mother and father was immediate. No longer was just Clementine at stake; they all were. Clementine's heart sunk into her feet as her mind flashed an image of her weary parents bloody and starving in the arena. Her hand tightened around her mother's.
"Further," Snow continued, making the family's heads snap up, "to symbolize the helplessness of those harmed during the heartless rebellions, there will be no volunteers considered." Heavy silence smothered the room as the family reeled in shock. There would be no chance in the reaping for selfless familial solidarity- just the usual defenseless screaming and crying that accompanied the reading of a loved name. Clementine felt her throat close up in fear, and yet her traitorous lips mouthed along with the president's closing phrase.
"Panem today, Panem tomorrow, Panem forever."
