This story tells of a Hunger Games at the 13th Quarter Quell. Imagine that Katniss and Peeta was killed by Plutarch, who then became president. Plutarch turns the revolution around and ruins the districts chance of freedom. Now, at the 400th year, Reef, a tribute from district 4, is facing some issues now.
