Izumi quirk just like her mother but more powerful can bring big or small objects or living things toward or away from her. Izukus quirk is like All for one quirks but different she can take there quirk but she can also see the quirk and copy it and use it for her own. Inko and Toshinori seeing how her quirk is so similar to all for one they make everyone believe she is quirk less even her own sister and ignore her.
