Instead of just being the Wesker project there was also another project that went by Project R known as Redfield. Spencer originally was going to have 12 kid's for the Wesker project but ended up with 14. He decided to put the other 2 in another project naming it Project R. Project R was meant to be a back up if Project W didn't go as plan, but was forgotten by Spencer deeming Project W to be the superior project than R.
