Nigel, a middle-aged detective from the bay city of Schagwater, finds himself engulfed in a string of vicious killings targeting an amphibious race of people called Navians. He and his partner Hory must uncover the mystery of these killings before the people of the city find themselves at war with their own fear and suspicion.
