Five years after the events of Rust Harbor, the decaying port city of Vareen has reinvented itself as a shining model of "green renewal." But beneath the slogans and algae farms, the same machine hums - restless, watching. Dax Tren, a former smuggler turned reluctant poster-boy for the revolution, begins to see cracks in the city's salvation story. When the power grid starts to whisper and the waters rise again, Dax must choose between preserving a lie or drowning in the truth.
