Since science was expanded, the government had been experimenting with serums to give humans powers. It has been perfected through generations, creating the first lines of superheros. There are a few families of this focus and once their children turn 18 they are trained to use the serum to fight criminals and save innocents from attacks. These serums are the most secure items in the world, safe from everyone. This was thought 30 years ago. The very first villain stole a serum and replicated its contents, creating an association that fights against heroes to steal and replicate more serums. The villains have created a powerful villain, the most powerful yet, and the government has created a serum to counteract it. Their heroine is April Willard.
