When S.H.I.E.L.D. fell in 2014, not all of Hydra crumbled with it. From those broken pieces Hydra quietly rebuilt keeping Project Phase alive while everyone else celebrated their freedom. During the fight, she ends up meeting and fights her best friend's brother, however, regardless of his relation to her best friend they still fight.
