In a world where Makashima wasn't caught by Kougami and Akane, he takes what he likes, when he likes and however he likes, as long as it makes Kougami suffer in some way. So when he notices Kougami looking at the new detective Akane differently...

After witnessing Shogo's blood splatter on the ground, Kogami knew that there was no going back. He was now a rouge, no longer restrained by the Sibyl System and hunted down like a dog. He was prepared to go underground, leave his past behind but not without saying goodbye to Akane. Who could have known that this would suck the latent criminal and the inspector back into another feat.

Akane Tsunemori's psycho-pass has always been crystal clear, unable to cloud. Joji Saiga, previously a professor, known to cloud people's psycho-passes just by being in a room with him, for all except Akane. With time after the arrest, and death, of Kirito Kamui, Saiga's psycho pass cleared. Akane knew he was the only one who knew or had the slightest idea where Shinya Kogami was, when he revealed that he knew, Akane quit her job as an Inspector at the PSB to find him.
