In this story everyone's fate is decided by what kind of shifter they turn into for the first time anywhere between the ages of 13 and 16. If you were lucky and turned into a predator or any other strong animal your life would be pretty well off. If u were a regular shifter like a horse, parrot, dolphin ect. (neither exceptionally strong nor weak) then u would just be seen as any other regular citizen. But the unlucky people who turned into weak prey animals or house pets, they would be rounded up and forcibly turned into actual pets or slaves for the stronger shifters that could afford to buy them. Often times just being used and abused before being tossed aside again and either killed, left on the streets to die, or taken to pounds where they still weren't treated all that well either.
