Toshiro Hitsugaya isn't a normal Shinigami. He is the Hogyoku. Kisuke Urahara and Naruto Kuchiki gave Toshiro life again to have been capable of dissolving the boundaries between Shinigami and Hollows, allowing one race to attain the powers of the other. Toshiro's goal was to keep the power of Hollows and Shinigami away from each other. Kisuke had created 1/10 of Toshiro's power into a small ball to keep in check of Toshiro's powers in case he ever lost control.
