In the Book there is a space-civilization called the Red Sun Empire, or in their language, the Collective Organization of Contributive Individuals(COCI). They strive to maximize their survival ability by consuming resources and utilizing everything around them, and they are willing to eradicate or annihilate anything or anyone that stands in their way. The book focuses on the lives of the people that interacted with them. (For Fantasy lovers out there, don't worry, this book also contains what you might expect from a fantasy book)
