E4:the last stage before you get your own missions to find more specimen and they deal with more extravagant and short tempered anomalies who are ea7 the council have more access and pretty much run the place and decide what to do with the anomaly or specimen they also create the documents that the lower ranked E's read and more or less information will be added based solely on level.
