Of course, the book which catches your eye first, which gives you exactly what you need. This is from a reader's perspective. A cover is through what the reader understands the main concept of the book, is it what they want or not, and also not to mention by what the reader chooses which book to read to escape their sibling's screaming voice in the background (totally not me pfft).
