Star City was a wreck of a place, overrun by criminals, and with an joke of a Police Force, the SCPD, that is dead set on catching all of the vigilantes that roam the streets. William comes back to find Ren Queen, his aunt along with her husband Kane Wolfman, and their twin children, Olive and Slade, working, to defend the city, along with the Canaries, and a unnamed archer who works to defend the city with bow, as well as a sword. The girl's name is Silver Queen, and she's one of the two daughters of Oliver Queen, and Felicity Smoak. Silver was trained by a variety of people, all skilled in different ways of combat, and she was always in a state of focus for getting more training, fighting just that much harder every time, getting back up after every bruise or bloody fighting match.
