Project C.H.A.R.L.O.T.T.E and project C.H.A.R.L.I.E were created by hydra in a lab using DNA from the famous Captin America and their secret weapon after many failed attempts. They are soon rediscoverd by the modern day S.H.E.I.L.D and united with their biological father Steve rodgers.

So much has changed in the seventy years that Steve was under, and now, in the 21st century, he realizes that he no longer has to hide those parts of himself that he used to. And when Bucky comes back into his life, he remembers all those feelings that they no longer had to hide. But he isn't sure if that's what Bucky wants - because it's been a while and feelings may have changed.
