The Year Is 1999 and the world has became one giant party. The sun is a disco ball, water is now alcohol, clouds are marshmallows, and dirt is chocolate. You'd think a world like this would be great but, it's not at all. With the world always on "party mode" nobody gets any sleep because of this more people are aggressive towards each other and many fights break out. More fights equals more people are arrested.
