It's extremely rare to carry multiple anymore and the government want to prevent it by separating them. Twins don't fit well in the new world. Having a close attachment to someone who you many never see again can turn someone rouge and this is wanted to be avoided and usually is. However, for the likes of Elsie and Ethan's parents they didn't care. Neglect, abuse and pain were brought to them . Never justice. Nobody, including the government knew of their existence until they escaped there abusive parent and made themselves known. A baffled government new better than to separate them and just enrolled them in a school not thinking about them damage that had already been done to them. At this school the twins are catching everyone's attention but especially four of the most dominant men waiting patently for a moment to get the government to give them the little submissives.
