Six years ago the Incursion failed. The "Mocking Jay" was burned alive alongside Peeta and a vast majority of District 12. District 13 was captured, its underground bunker made uninhabitable by the very radioactive weapons they had once used to secure their freedom. The leaders of the ill-fated coup were brutally and publicly executed, while the remaining diaspora of the Districts have been scattered to the winds. The Capitol's memory is long, their mercy non-existent, and their bloodlust unquenchable. In the wake of a failed uprising a newer, crueler world order has emerged, and all of Panem suffers because of it.
