Zhongli decides to plan the demise of Rex Lapis in order to pass the command of the national order to the humanity, especially to Liyue Qixing. For this purpose, he decides to give the Gnosis to the Archon Cryo of Snezhnaya, also known as Goddess of Love. She destines the 11th Harbinger Tartaglia, to fulfill the plan required by Zhongli. She does it not only for this purpose but also to bring the Archon and the Harbinger closer.

Leaving Liyue Harbour so suddenly after that disaster had been a good decision. A very good one even. Letting go of that whole fiasco was an even better one.
