The Sectors were made to separate the loyal from the disloyal. The Council needed to know who they could trust and who they should keep an eye on. As I came back in this multiverse, I got multiple powers like Gaster blasters but also some magical ones, I still have the ability to turn back in time -even if I don't sometimes control it- and I even gain the ability to reset, but I never used it.
