The year is 1914, the border between magical creatures and the humans is clearly defined. Wild witches weren't burned anymore in Salem, they didn't sacrifice a life just to satisfy the needs of ambiguous gods and devils, they weren't evil. Not unless you awakened their rage... However, when influential men started growing their fear of peaceful witches, the burden of certain consequences would follow. 1914 the Ministry of Magic decided to enforce the rule that all witches and wizards must go to schools and can no longer be taught at home, like wild witches were.
