Born with the soul and blood of a dragon, he can use the power of the Thu'um. His soul allows him to absorb a dragon's soul, leaving it dead for good. (For the sake of the story, the Dragonborn is able to speak to the dragons. I can fit a logical explanation in this, but screw that. And the Dragonborn is based on promo art)
