En la actualidad se presenta una utilización inadecuada de las tecnologías de información y comunicación y los medios de comunicación en las instituciones educativas en los distintos niveles, primero porque los docentes no emplean estos recursos en su clase para la comprensión de contenidos de diversa índole, en otras palabras no le sacan el jugo a los recursos tecnológicos que son tan valiosos y ricos para el aprendizaje, segundo los estudiantes incurren en usos inapropiados de los recursos tecnológicos a su disposición, debido a que plagian información localizada en la Web, hacen uso de teléfonos celulares durante la clase sin un fin educativo, acceden a sitios inapropiados, entre otros.
