Dream adds a new member to the DreamSMP because Dream said on twitter, "I will be adding adding 1 girl that streams, plays Minecraft Java, and who is trustworthy to the DreamSMP, and you guys get to suggest and chose three girls to add to the DreamSMP." Then a day later Dream looks at the comments to see which three girls people wanted to pick. Then Dream makes a poll and tweets it. The girls in poll were, Kaboodle, Snifferish, and Violet_Blue (based off of twitch names). Then the votes come flooding in and Dream goes on to twitter and checks the votes.
