Title not indicative towards kaneki (or is it?). Basically it's the story of tokyo ghoul but set in a world of dominators and the Sybil system controls the CCG (but the system is not the same as psycho pass, it is just a database and an early warning program). This follows what would happen in such a world. And of course, this is touken.

Ken Kaneki, a human orphan who was always abused by his mother, became convinced that love and compassion doesn't exist in this world, was turned into a half-demon hybrid, through human experimentation, began slaughtering everyone, human and demon,due to his intense hatred for the world and all it's people. As the story progresses, he encounters a full blooded demon named Touka Kirishima. will Kaneki be saved from the Flames of Suffering?

Everyday Touka would have to live her new life at :RE after so many years of losing her friend Kaneki Ken her memories would often haunt her about what happened. Maybe one fateful day, she might meet Kaneki again. But, even if she does, would she know what to do? { The chapters are not going to be too long nor too short } (Multiple ships) There is a delay in the story because I'm still plotting it properly, and trying to write longer chapters.
